Saudi Arabia is introducing updated standards for Hajj accommodation ahead of the 2027 pilgrimage season. New requirements now cover property classification, licensing, inspections, maintenance and services for pilgrims staying in Makkah and Madinah.
The Ministry of Tourism has approved the updated framework as preparations for Hajj 2027 begin, giving accommodation providers more detailed requirements to meet before they can host pilgrims.
Two Categories for Hajj Accommodation
One of the key changes is the introduction of a two-tier classification system for seasonal Hajj accommodation. Properties will now be classified as either economy or first-class, with specific standards applying to each category.
The classification covers more than the quality of guest rooms. Authorities will also assess reception areas, shared facilities, cleanliness, maintenance and essential guest services. The new system is intended to give operators a clearer framework while making it easier to establish what pilgrims can expect from different types of accommodation.
The Ministry has also approved a schedule outlining violations for seasonal accommodation in Makkah and Madinah, providing a defined process for properties that fail to meet the required standards.
Accommodation providers will face checks at several points rather than relying on a single inspection. Assessments will begin before a licence is issued and continue before properties open to pilgrims, as well as during the period in which they are operating.
This means operators will need to maintain standards throughout the Hajj season, with cleanliness, safety, maintenance and operational readiness continuing to be monitored after pilgrims have checked in.
This approach also gives authorities more opportunity to identify and address issues while accommodation is in use, rather than relying only on inspections carried out before the season begins.
Advance Preparations Before Hajj 2027
With Hajj 2027 still some time away, accommodation providers are being encouraged to start preparing their properties now. This includes carrying out maintenance, completing upgrades where necessary and ensuring facilities comply with the updated requirements before applying for the relevant licences.
The earlier preparation is particularly important given the multi-stage inspection process. Operators will need to demonstrate that properties are ready to receive pilgrims and continue meeting the required standards throughout the season.
The accommodation changes are part of Saudi Arabia’s broader preparations for Hajj 2027. Planning for services such as accommodation, transportation and catering are beginning well ahead of the pilgrimage.
The earlier planning cycle gives Hajj affairs offices, international service providers and local operators more time to secure accommodation and coordinate the services needed for pilgrims travelling to Makkah and Madinah.
For pilgrims, the updated Hajj accommodation framework should provide clearer expectations around the types and standards of seasonal properties available during the pilgrimage.
